For transmitting, yes, I believe you do need a liscence. Not for reciving though, as I understand it.

SSB Antenna

To use a marine SSB (for transmitting) you need a ship station license and a restricted radiotelephone operator permit. There is no test, just fill out the paperwork and submit with the fee. See:

Note that to operate on ham frequencies is a different matter and requires a different license with a test.
