You can isolate the AL from the steel using small pieces of 1/8” nylon sheet between the pad on the step and the mast. (source: McMaster-Carr). Then use SS screws with threads and heads coated with Tuff-gel or similar thread protector. It’s the same technique I use in mounting winches on an AL mast.
