Internal o-rings, gaskets, etc could have worn and no longer create a vacuum. Also, be sure there isn't a valve along the way that may be closed to insure a leak enroute didn't empty your fresh water supply. There is often a valve that allows you to switch between fresh and seawater, as well. That may be stuck between the two or set to seawater and there is a block. Just random thoughts.
