Sink Water pump

Hello,
My new-used boat has a manual water pump on the sink that is not working. The one in the bathroom does work so the tank is OK. Can anyone provide me with basic suggestions as to why these fail? It feels like it has some action but is not producing any water.

Internal o-rings, gaskets, etc could have worn and no longer create a vacuum. Also, be sure there isn't a valve along the way that may be closed to insure a leak enroute didn't empty your fresh water supply. There is often a valve that allows you to switch between fresh and seawater, as well. That may be stuck between the two or set to seawater and there is a block. Just random thoughts.
