raising swinging centerboard

Anyone have knowledge of what is in the centerboard box for a Captiva 24. Something in mine is broken, Once the board is down it's nearly impossible to raise it by hand. The centerboard line lays flat on the edge of the lead lip of the box . I think, but not sure, the rig was designed for it to enter the box over a roller. Anyone run into this problem.or know how to fix it?
