The storm jib will most likely have a high cut foot (i.e., the clew will be well above the tack). It may also have a small pendant attached to the tack (to help raise it off the deck) and/or be bright orange (at least in part) to make the boat more visible in nasty conditions.
Oh yeah, and like Jeff said, the storm jib should be made of really heavy fabric; as much as twice the fabric weight of a "normal" jib.
