I can't speak for the USA but in Canada porta-pottis are illegal on boats.

I got inspected by the USCG with a porta potti on my river boat. They were verbally kind of crabby and expressed suspicion that I was dumping it on the bank, but I assured them that I dumped it at the toilets at public river accesses. When all was said and done they left me with a certificate of inspection showing full compliance.
In those days (a few years ago now) I was carrying a 25 ton Master on the Western Rivers license.
Portable is legal in the US, including Knothead's system, which I'm fixing to implement.
