What are these slots for?

I removed dodger hardware for painting, and was curious about the slots in the top of two of the pole mounts. The slots are shaped like a V (the right one is near my thumb in the first picture). It seems to me that they would allow water to flow behind the hardware (between the hardware and side of the cockpit), however there is no drain hole on the bottom. In my case, the slots were filled with caulk by a PO, but I'm wondering what their intended function was.

Depending on the correct orientation I would agree they are for draining water.

Drainage. Don't block them up with bedding.
