paint runs?

help! I am trying to fix up an old Cal 20. The first thing I did was wipe down the hull with a wet sponge. To my surprise, the brown ring of paint ran down onto the yellow ring below. The yellow paint also chalked off. Anyone know why this is happening or how to fix it?

Could anyone tell me how to recognize osmosis and what treatment is suggested.
I have just taken my Feeling 1100 out of the water and the gelcoat seems to be extensively blistered and chipped away.The underlying fiber glass does not seem to be damaged.

I am in the process of repainting my boat, the Sweet-e and its much easier then you would think. take all the old paint off, prime it, and then 3 coats of finish- takes time but worth it. a quart will do more then one coat on the whole boat.
I used Interlux products, works out to about 50$ a coat.
