mooring

Can anyone tell me about the rules for mooring in Charleston S.C. harbor. There are mooring areas but they would be dificult to reach by dinghy. I would like to set my own rig in the Cooper River where access would be easier. I called the Coast Gaurd and they said it was DNR responsibility, DNR says it is the Coast Gaurd. If neither is responsible will anyone care? Are there rules about mooring away from docks, seawalls, boat ramps, etc.?

You can be sure that someone will care and that it will cost you something. Look up the city harbormaster in the phone book (or call the city hall switchboard)and ask him or her if what you want to do is possible. They''ll have a much better idea of the local scene; who has jurisdiction and what is and isn''t ok to do, and should be able to tell you how to go about it.
