Where can I get one...?

I looked at store here, west marine, and e-bay no go...

Can I just print a paper copy and laminate?

And I don't have an inboard, (just outboard) so I assume I do not need the oily polution placard...?

I'm just over 26'

OK cool, the one that was in the boat when I got it was hand written and taped to the wall (but damaged) so I tossed it..
Maybe I can print out a nice copy and laminate...
