I've got a Newport 28 with the A4 in it, running a 10" 7.4deg Indigo prop. (I think I've remembered all those numbers correctly.) I too only get around 2000 rpm max, but it'll push me at about 6kt or so. Sounds like you're in the same ballpark as I.
