Access hatch and tank fill in same fitting?

I have an old poly water tank that I would like to clean out, and if possible add a deck fill at the same time. I have searched, but haven't found anything. I am leaning towards a Beckson 5 inch while drilling and adding a 90 degree hose barb, but I thought I might check here first. Also.....any suggestions on the sealant I should use? This is my drinking water tank.
