Refinishing an old boat

I have an old 14' boston whaler that I want to fix up with a new paint job and wood etc. Right now the boat has a coat of house paint on it and before that it was chalky fiberglass. Any advice as to whether I should try to stip it or sand it and any advice as to what product to use on it to give it a nice finish would be appreciated. The bottom I'm not worried about since it will have a standard bottom paint.
