What is it. It looks like a cap for something but I haven't seen where it goes yet?

Looks like an oil 'breather cap' for the engine which might be located in a spot that is convenient for re-filling the oil after an oil change. It looks very much like the oil breather cap on my Atomic 3 or 4 engine.
Edit to add: On my engine, when the oil breather cap is off oil can be jettisoned out of the engine by the moving gears.
Edit to add: Which might explain the oily look of something that came from the bilge.

I agree it sure does look like an oil breather cap. I'll keep looking for where it came from.
The first time on a new boat, so many mysteries.

Looks like the plug for the hole in the hull to let the water out. Better put it back in QUICK!!!!
