watertank access port?

I have to place an access port in my poly freshwater tank--- I ordered a plain old 6'' access port on ebay and got this shlocky crap thing that kind of clicks into place, has an o-ring but is loose and no way it will keep water from leaking out of top of watertank when it's full. Don't really understand difference in "screw in" vs "screw out" access ports-- can anyone tell me what I need to get? Basically, I want to keep water IN the tank as opposed to what most of the access port are designed to do (keep water out of the compartment). any suggestions?
