Typically you don't "print" flags, you sew them. If the flag has a complicated emblem, state seal, etc, on it, that's silk screened and that requires cutting screens and a whole setup process--not one off, not cheap.
Printing with an inkjet printer on cloth is possible but the inks fade badly in sunlight (UV) and I don't know anyone who is offering it that way, although someone must. If you're going to settle for that, you can buy inkjet transfer paper, print the design yourself, and then iron it onto plain white fabric of your choice. There's probably a t-shirt photo image booth in your local mall that can do that for you as well.
But a real marine-grade "printed" flag? That's going to be silk screen printing, and customer silk screening isn't cheap.
