I fight this problem every year. At first I thought my toe rail leaked. Nope. Ports, yes a little but not enough to fill the bilge. My conclusion, most of the water comes from the mast (keel steped) and some from the anchor hause pipe. The hause pipe is now covered.

Ice in the bilge doesn't bother me too much. Everything is free to expand as required. I also visit and "pump the bilge" by pulling ice chunks out when possible.
