Perkins 4-108 Oil Sump Strainer

I have a 1981 Perkins 4-108 diesel. My manuals do not show a oil sump strainer in manual pictures or within the manuals yet my engine has what looks like a strainer on the starboard side ie. a small rectangular box midway along the side of the sump with two nuts and a tube coming out of the top.

It looks very much like the sumps described on other Perkins engines.

Is this a sump strainer? What does the tube do? Mine is not connected to anything, it is open to the engine compartment on one end.

Would appreciate any information on this part of the engine, what maintenance is needed, how often.
