A grounding plate of some sort?.. a 'cover-up' repair?... guard plate in case they backed up onto a hard surface?...

Seems an odd way to handle a repair. A little epoxy and fairing would be easier and cheaper.

Agree... and on a C&C that ought to be a bolt-on lead keel (or did the Landfalls use encapsulated ballast? not sure....)

Not likely to be grounding shoe, would be on bottom of keel
and more robust.
Seems odd exposed place for ground plate.
That pretty much leaves repair of some kind, people do
odd things, if lead keel not bad, if ferrous not good.
