bleaching teak

After stripping I''m having trouble removing some gray areas in my teak cap rail prior to sanding and varnishing. I''ve tried oxalic acid, numerous cleaning materials,and some teak cleaners,as well as sanding and have not had very good results. Any suggestions? Thank you.

Both TriSodiumPhosphate (TSP) and oxalic acid will eat out the soft wood while leaving the harder annular rings untouched, making it had to get a proper finish and shortening the life of the wood.
