I had to sand down my non-skid when I painted my decks. You will never sand the non-skid into something that looks nice as is. You'll have to sand, fair, and then paint.

While the Kiwigrip does hide blemishes, it doesn't cover everything. If you have a sanded smooth area next to the original non-skid, the boundary will telegraph through the Kiwigrip.
