Wicox Crittenden Skipper Head packing question

I'm trying to get my toilet back together and I'm not sure how the packing installs. If I put the packing in there's no thread available for the packing cap. Am I supposed to smash it in there first? or not use all of it?

If the packing is supplied in multiple pieces, start with a few, use the follower and the packing nut to compress it into the cavity, then take the follower and nut back off, add another ring, repeat. If not, could you carefully cut the packing into smaller pieces to proceed in the same fashion? "smash"ing is not usually recommended...........;)
