Diesel won''''t stop

I have a Universal M2-12 10 HP diesel with the throttle mounted on the pedestal. I can''t throttle back enough to stop the engine. The cable is attached to a lever that moves a device that is attached to a lever on the motor. Anyway while i can increase rpms by pushing on the engine mounted lever i can not pull it any more than I could from the pedestal mounted lever so I think the cable is ok. Any ideas would be helpful.

You have two cables one is for fuel and the other is for shut off its sounds like you need to ajust the cable for the fuel shut off. On my engin the fuel shut down arm is in the front. Try having some one move the throttle so that you can see wich one dose what or you could refer to your owners manual.Hope this is of some help to you good luck.
