Borg Warner 'Velvet Drive' Transmission

My boat has a Borg Warner 'Velvet Drive' transmission. The prop shaft rotates slowly with the transmission in neutral. A modest amount of torque is noted when the rotation is stopped by hand. What causes the rotation, and is there an external 'adjustment' which will fix this?

Transmission works properly in forward and reverse.
