Nice to see another P28-2 owner!

Mine is the shoal draft version, and the hull design suggests the through hull is original, though you're absolutely right that the gobs of sealant suggest a bad repair by a PO...

The boat's out of the water now, and looking from the outside confirmed that this was indeed a through-hull style log. Now the question is where to find a new one.
Online I only saw buckalgonquin, but they don't sell direct.. If you where it might be available it'd be terrific.

Also, could you please share the p28forum image url (I'm also on that group)

Hamilton Marine sells Buck Algonquin. Perhaps you could build your own fiberglass shaft log and install in its place.

Great to meet another p28-2 owner!
