Well if he is giving you $3500 it might be worth it to scrap the boat! He does not say if they are paying or expecting to be paid.

At least he's being up front about the condition it's in. The ad could read boat "...resting the bottom at low tide..."
I'm sure he'll sell it for scrap to someone who will resell all of the worn out hardware for nearly new $$$

Just to sweeten that irresistible deal further, it appears that outboard is its motive power, not an inboard - that ain't no storage bracket.
