Motor mount jammed.

Hello, I just purchased an O'Day 20. The motor mount I (Garelick?) use for my 4 HP Mercury is stuck in the down position. I am sure it it because of lack of use and wonder if I should attempt to unscrew the two bolts that hold the bracket and springs in place. Is there a lot of spring in those two springs and will I be able to re-assemble the bracket once I get it apart? Thanks, Mark.
