help/new sail problem

I just received my new sail. I ordered it from a reputable company over the internet. The quality of the workmanship is excellent. The problem with the sail is leech flutter. I have tightened the leech line to the maximum, so much the leech is cupped. The sheet leads are set at the proper position. It still continues. WHY DOES IT FLUTTER?
I am not in a position to ask my local sailmaker for advice.I wait for your reply before I contact the company who made the sail.
