You can fire off all your expired flares over land after a good soaking rain. Or wait till July 4th.

BTW for anyone who hasn't fired one of those 12 ga. flare guns, they are depressingly puny on the ocean on a pitch dark night.
I'll bet that a 37mm round fired from this would get someone's attention;
