..now for a scenario... Individuals hijack a bulk propane carrier and navigate into a highly populated harbor and threaten to blow it up for financial gain in support of a known terrorism group....

It's both but essentially piracy is for financial gain and terrorism is politically motivated.

No reason why one action can't count as two crimes. Piracy is defined by statute. So's terrorism.

And if the perps snuck up on the tanker while entered in a sanctioned yacht race, you could charge them with "ungentlemanly conduct" and DSQ them as well.

Actually just terrorism by the language of the statement they hijacked the vessel not seized the vessel
Also the US Navy doesn't care if its american flagged the bad guys are dead

Since when do they have to use BOTH in order to qualify?

Airport security routinely terrorizes the public, and I call that domestic terrorism plain and simple. It is a dog and pony show designed to install fear, not create security.

There are many kinds of terrorism performed without violence.
