sounds kind of silly, tidal water only, and doesn't effect jet skis?
Jet skis are (everywhere I've been) the worse people on the water, and tidal only? sounds like an excuse to pull over boaters to 'check license'

a while ago here in michigan, they tried charging for access to the state parks, people raised a fuss about it, arguement being that because taxes and other fees and costs were -supposed- to be maintaining the parks, they should either eliminate the other taxes etc and just go with the access charges, or eliminate the access charge and just go with the taxes etc. They stopped charging access, and now charge parking fees, AFTER putting no parking signs for two miles all around the parks.
I do love watching some of these government people operate.

Whats the actual operator licensing requirements in Canada now? Does it differ by providences? As a sailor who drags the boat up to Lake of the Woods ( Minnesota, Manitoba, and Ontario) each year I'd heard that they were going to require licenses for anyone operating a boat of 10 Hp or larger within a few years so I challenged their Coast Guard test and got a federal permit for up there. That said, however, I've not seen any further action on their part towareds requireing us to have licenses to boat on their waters ----yet.
