replacing morse cables?

i am trying to replace rusted throttle and transmission cables from edson pedestal. i noticed there are two screws in pedestal. i unscrewed the top one and the cables come up with a bracket(guide), but i cant get the bracket around the chain. do i have to take the chain apart to pull it up to install the cables in the guide
