finding the owner

does any one know how to find the owner of a boat when all i have is the numbers?

Depends on what numbers you have. If you have the USCG documentation number, you can look it up in their database. If you have the state registration numbers, you can contact whatever agency is responsible for boat registrations. However, a lot of the boat registration information may be protected by privacy laws.

If you have the HIN, the manufacturer may be able to help you contact the owner.
