Tayana 37 Rudder Assembly

I am a TOG member and recently purchased Tenacity a 1985 T-37. During Fall haulout we noted that the rudder stock which enters the rudder blade at the leading edge is strapped by what appears to be heavy bronze fittings which are probably bolted to the rudder internal structure. The stainless stock itself is now exposed between the two upper straps though apparently securely attached. Can someone tell me if this exposed area is to be glassed and faired to the blade, or is it normally exposed? It appears as though it was originally glassed over, and the that the fairing has separated at the leading edge of the rudder from the stainless rod that serves as the rudder stock. Would appreciate it if someone could either refer me to an issue of the News that covers this issue, or answer the question about whether this rod is normally exposed or glassed in to the rudder.
