online listing

What's the proper way to respond to an online listing.Can I just email an offer? BTW this is a very low priced project boat($3,500) and I don't want to spend money on a survey that could be better spent on repairs.

I don't think you will get too far doing that if there is a broker involved. But, if its craigslist or something similar, I guess you could. However, I would not put an offer on anything I haven't seen yet. Even on a project boat without a survey, you can learn a lot yourself. Have you seen it in person?

I suggest you telephone or email the seller or selling broker and make an appointment to inspect the boat. When I was in the market for a boat I found that some brokers apparently don't check their email, or don't respond to it, so I got better responses out of them by calling on the phone. If I knew enough about boat construction and maintenance to self-inspect a boat, I might buy an inexpensive one without a survey, but I can't imagine buying any boat without looking at it.
