Sail logo''s typically originate with the boat''s manufacturer, class association, or with the racing organization (as in the case or MORC). There is no registry perse. Cruisers have often had their own logos on sails of boats with no class symbol. You used to see a lot of silkscreened logos or fabric logos stitched on in the 1960''s- thru 1980''s. Today these logos are often applied with stick back dacron and then optionally stitched around the edges making the fabrication much easier.
There is a proper proportion of logo size to luff length. If I remember correctly it is something like the height of the logo is 1/18 to 1/24 of the length of the luff. I would mock up your logo in dark paper, lay the sail out on a lawn and see how it looks on the sail.
There is a book, Maunches (sp)''Field Guide to Sailboats'' that includes a lot of Logos.
