This is the one flag that every boater should recognize.
I can't believe there are boaters out there that are that incompitent.

I thought is was keep a distance of 500' off the stern and 200' off the bow.

We can reffer this back to the thread " So boating be licensed"
I evidently give the boating public too much credit.
If they don't know what a warning flag such as Diver Down means, than there is no way they should be allowed to operate a vessel of any type.

I think the only bouy that would be effective would be one that looked like this, even then 10% will still get too close.
