nationwide data + experience in local conditions, although for unknown boats you can use something like the Schnell Regression Formula to estimate it if you know your boat stats...

but to answer you exact question, they are given by your local phrf ratings guru, usually a curmudgeonly old math geek found on this list...

Boat Oday25

I 30
J 10.5
P 24.45
E 9.0
Displacement 4762
Beam 8
Length at Waterline 21
Draft 4.5

--------- Schnell Regression Formula says....

Oday 25 - designed by ODay
PHRF rating estimate calculated by the Schell Regression Formula is: 225
Hull Speed 6.1
100% SA 268
DSPL/L 230
SA/D 15
Capsize Ratio 1.902
HP theoretically required to hit hull speed in ideal conditions 8

-------------

New England PHRF rating for a FK model? 237 heh, it's an estimation formula.

you have the full keel model or the centerboard? Theres about a 20 point difference.

Cal 22 rating in the same area as the oday 25 rating is 240. So you musta got a ratings break?

NE PHRF has 247 for a CB and 237 for a FK

Then again, they have my rig, Jeanneau 20 Arcadia at 159, locally the book says 165, but there is a board rerate to 188! So do not just take any of the numbers for granted! Vancouver BC rates my rig at 191. There can be some differences in regions too!
