You can already. Get the files (overlay) for GE(Google Earth) from They have Noaa and other overlays.

You can set this all up from home witht he internet connection, in GE, increase the cache to something like 3 gigs and then while at home, zoom in and around the area you plan on sailing and it will store those images on the harddrive and access them when your out on the water without internet access.
