It is complicated! I believe there is no fixed interval. The challenger of record makes a challenge against the cup holder and a date is set. The law suit is about whether the challenger of record was actually a true challenger as it was a club that had no offshore races as required. Oracle is claiming that it was a challenger of convienience that Alingui used to set the date and change the boat formula putting all true challengers at a disadvantage.
