The whole fuel vent thing only applies to built-in gasoline tanks. IF you've got a portable fuel tank, by all means, lock the vent down as tightly as possible.

I've seen gasoline spilling out of portable gas tanks almost every summer on our dock because someone closed the vent. I've also experienced first hand openning a small plastic jerry jug of gasoline on a warm summer day before openning the vent and having the gasoline spray out of the cap. So I don't know if locking down the vent is a good idea or not.
