TJ - even in Hampton Roads, which has Commercial, Military and Recreational traffic (in abundance), channel 16 is used for hailing. Also, in all my cruising guides, which go from Brownsville, Tx to the head of the Chesapeake Bay, all the listed marinas monitor Chanel 16.

I understand the point you are making about traffic, I think it's just a matter of customary usage that would confuse people in area's where they use a different channel for hailing, without some sort of "offical" reminder.

The link opens a .PDF file on VHF as explained under the FCC. The (fn#) are in the footnotes. I not think this the "whole pecan" it just the "nutshell".
