Manteo, on Roanoke Island might suit you. Anywhere on the Outer Banks though, you will have to motor a ways to get to where you can sail, as it is rather shallow. Oriental, in my opinion is a great place, particularly if you're wanting to sail frequently. There are also a number of marinas in New Bern.
