Bad news is yes it could be registered here without too much difficulty. The process has been simplified and the required documents would be easy to create. The good news is that Customs, the Coast Guard and the RCMP all cooperate with US authorities to a much greater degree than any other country.
Beacuse you are an individual who acted in good faith and not an incestment banker who dines on the less affluent for lunch, and can easily afford to lose 600K becaue it just means that you'll have to turn six more families out of their homes to make up the loss, I'll offer to provide you with as much information as I can.
There are not a lot of Scampis in Canada, and I don't think it would be too easy to hide one for long.
If the boat is at a Club or a Marina in Ontario (which is the northern part of ALL the Great Lakes), then it has to either be, or seem to be, insured. They are very sticky about that here. Hence it seems to me that a good place to start would be with the insurance brokerage community.
There is an agency here that writes a lot of boat business. I don't know if your missing boat would be listed with them, but they would probably be able to tell you how to contact the insurance firms in the provice to let them know what you are looking for.
