Rick...we've referenced these before but it is a good idea to bring them up again for the new folks.
What you have linked to is the on line VIEWER version of the Atlantic charts which are not downloadable. Ths link:
On-Line Chart Viewer
... gives users full access to viewing ALL the NOAA charts, not just the Atlantic and if you scroll down the page there are links to the downloadable ENC and Raster charts which may be used in charting programs like the free SeaClearII.

You guys in the U.S. are super lucky - We her in Canada have to pay for ours! - The ENC of Lake ontario is $500.
Interesting thing though is that it takes tax-payer dollars to survey and chart the waters - then yo have to pay for them. I'v downloaded all the BSB and ENC U.S. charts anyway - just in case you guys change your minds
