Is that the jib sheets I see looped along the foot of the jib?

That appears to be a spinnaker and that line appears to be a dousing line.

alternatively, assuming this is a spin, some go-fast boats run the lazy sheet over little rubber hooks on the foot of the sail to keep it from going into the water and being run over by the boat during a jibe (and the firedrill that results from the sheet under the boat tangling with keel, rudder etc and loading up.)
