I called the coast guard and talked to a guy in charge of lights.
First he wasn't surprised. Something about "in the middle of the night things often look strange on the water".
Second he said they have an automatic notification system if the light goes out and a backup light comes on.

So no real answer.

Sometimes the simplest answer is the one to go with:

Sail at night often enough, and you'll swear you saw things that no one else has seen.

Background clutter, or luminescent sea dragons staked out by wreckers, to lure you up on the rocks. Whichever one works for you.
