Some docks do, but a lot of private docks I've seen have no power to them. So, it really depends on where he keeps the boat.

topsailbeach is on a distinguished road
The cruiseair is a good solution but I would prefer a diesel generator as I dont like to carry gasoline as well as diesel fuel and the cruise air doesnt require lot of amps.

Genset opinion

Put the money into renewable energy( solar and wind generator). Don't need the genset. I've lived onboard Decision, equipped with a Westerbeke genset, for 5 years, in Clearwater Beach, Fl. It's never run on anchor, gets run for periodic maintenance only. The ac is run at the dock on marina power but never at anchor. We prefer quiet peaceful anchorages. Solar and wind provide all our energy needs.
