The marks are designated anchorages with defined exclusion zones around each (green circles) for swinging room for commercial shipping. Normally the chief of the port or harbor master assigns anchorages or mooring points to commercial ships that must wait to come alongside a wharf for loading or discharging cargos; or, for whom coming alongside is not possible and must be loaded/unloaded from lighters.

If one chooses to anchor in a designaed anchoring area without prior authorization, one will be forced to move in short order.

key west anchorage

Those are indeed anchoring symbols, the perimeter of the green circle being the swing boundaries. However, I wouldn't use them or any near them as that's a turning basin for cruise ships approaching and leaving Mallory square and the Mole. Not to mention race week for sailboats and 200 mph power boats. Least expensive slips are probably around Stock Island but that's not really walking distance to Duval street.
