The marks are designated anchorages with defined exclusion zones around each (green circles) for swinging room for commercial shipping. Normally the chief of the port or harbor master assigns anchorages or mooring points to commercial ships that must wait to come alongside a wharf for loading or discharging cargos; or, for whom coming alongside is not possible and must be loaded/unloaded from lighters.
If one chooses to anchor in a designaed anchoring area without prior authorization, one will be forced to move in short order.
