center board on an irwin 28.5

Just got an irwin 28.5 and found the center board a mess grouth and more ahould I clean and seal it or clean and rebuild it ? still have not found a hand rail for after cockpit? thanks Tenacity

Clean it and rebuild it. The CB helps a lot when going to windward.
